Do preprints limit you from publishing in traditional journals?

No preprints are accepted and encouraged by many journals. (see here for more information)

Are preprints peer reviewed?

No but they can be. Preprints are editorially screened and posted immediately where they can be reviewed (or not) openly.

Will a preprint count in my grant applications?

Yes many foundations encourage preprinting and the NIH recently announced that preprints can be used in grant applications as research products.
